Southern Catskills Red Meat Processing Facility
The IDA and County government cleared the final hurdle in developing a USDA-approved meat processing plant in Liberty when, in September 2010, US Rep. Maurice Hinchey announced the last $800,000 in federal funds needed to move forward with construction of the $1.7 million facility. The project supports local farms by enabling small livestock producers to supply high-end meats to NYC Metro Area markets and restaurants—as consumer interest in “eat local” and naturally raised livestock is on the rise. Currently, farmers in our region travel two hours each way to process their livestock, often waiting months for an appointment. At full capacity, the plant will employ five full-time workers and support more than 50 new agricultural jobs.
Agricultural Incubator
EDC partners are currently working to create an Agriculture Incubator Center that will be a catalyst for agriculturally based economic development within the region. The Incubator will house agricultural support programs and economic development staff, plus a Demonstration Farm, Community Kitchen, Indoor Farmers Market, Café, Interpretive Center, and a small, boutique Farm-Based Inn. The mission is to promote local agriculture while showcasing the “Made in Sullivan County” brand. Programming will help to promote the County’s products and align production patterns here with market demand for “eat-local” foods within the region.
Dairy Processing
In 2010, the IDA commissioned a study examining the potential for local dairy processing in Sullivan County. It determined that the market for small, niche dairy producers is strong, as is demand among farmers to create and market their own products. Through the EDC, a partnership has emerged between dairy farmers and economic development organizations that will assist with branding, development, distribution and financing for on-farm or centralized processing of value-added products.
Farmland Protection Plans
In the last 12 years, we have made great strides with many of the recommendations of the countywide Farmland Protection Plan (FPP), which include encouraging towns to adopt their own plans. In 2008, the Division of Planning began collaborating with Bethel, Callicoon, Delaware and Liberty to create FPP’s for each municipality, funded through the NYS Division of Agriculture and Markets. Completed in 2010, the plans will guide the future of farming in these municipalities. Forestburgh, too, recently applied for a grant to fund an FPP that will codify the future role of agriculture within the town.
