East Broadway Redevelopment: Apollo Plaza

The EDC envisions big things for East Broadway in Monticello. Located 90 miles from New York City at Exit 106 on Future I-86, the former Apollo Plaza shopping mall and adjacent parcels combine to create a 400-acre redevelopment site that serves as a gateway to Sullivan County and to the region.

The County is currently soliciting proposals from developers and a Conceptual Master Plan for the building and financing of an integrated commercial and public space development on three parcels totaling 170 acres out of the total 400. This site’s location makes it ideal for a mix of retail-commercial and recreation-entertainment activities. The County is therefore seeking proposals that will guarantee creative reuse and innovative design for this exceptional location.

Communications/Data Network

Upgrading the County’s communications network was among the high- priority recommendations to emerge from the Community and Economic Development Charrette. Cell service is spotty, and high-speed Internet in parts of the County is either unavailable or prohibitively expensive for many residents and small businesses.

To address this problem, the County Government through the Division of Planning secured a USDA Rural Business Opportunity Grant to fund a Countywide Broadband and Mobile Telephony Communications Infrastructure Study. The study is a critical step towards improving our communications network and is integral to the County’s efforts at coordinating economic development resources and strategies. The EDC’s member organizations will assist with outreach to stakeholders and needs-assessment in developing solutions for increased coverage.

A challenge for the County has been our lack of readiness to seek federal broadband funding, due to a gap in knowledge on existing facilities and available remedies. The study will address this need, providing a review of existing resources, needs and opportunities for implementing comprehensive broadband and cell coverage over the next 3 to 5 years.

Sullivan County Revolving Loan Fund

The Sullivan County Revolving Loan Fund (RLF) provides seed capital and early stage loans to eligible companies who wish to establish or expand agriculturally based businesses or locate in downtown/Main Street districts. Special consideration is given to assisting businesses owned and operated by persons of low-to moderate-income and to creating new employment opportunities.

Sullivan County’s Division of Planning administers the program, which includes four distinct loan funds: Agri-Business RLF, Agri-Business Micro-Enterprise RLF, Main Street Business RLF and Main Street Micro-Enterprise RLF. This program complements small-business Loan Funds administered by the Partnership and the IDA. A recent success is the Dancing Cat Saloon and Catskill Distilling Company, which opened in 2010 with assistance from the Agri-Business RLF, the Partnership and the IDA.
