Sullivan County’s Microenterprise Assistance Program (“MAP”) will target two of the small-business sectors identified as priorities for business development within the County, providing much-needed working capital for start-up ventures or expansion of existing businesses.

The two focus areas are: 1) businesses located within downtown “Main Street” business districts; and 2) agricultural-related businesses. This strategy responds to the diverse geography of the county and to the availability of funding resources in locally controlled revolving loan funds.

The County received $185,000 in NYS CDBG Economic Development Program funds for this program and anticipates assisting ten (10) new or expanding businesses with local MAP grants. Total program costs, including owner-equity contributions, are anticipated to be $200,000.

Businesses that qualify are eligible to receive grants ranging from $5,000 - $35,000 for their start-up or expansion “projects.” Grants are intended as working-capital for equipment, inventory and operations, NOT for construction.

Sullivan County Revolving Loan Fund

The Sullivan County Revolving Loan Funds provide seed capital and early stage loans to eligible entrepreneurial companies who want to establish or expand within the county. Special consideration shall be given to assisting businesses owned and operated by persons of low-to moderate-income, as required by the specific program.

The Sullivan County Division of Planning & Environmental Management (DPEM) administers four different revolving loan program funds that assist entrepreneurs looking to establish or expand businesses: Agri-Business Loan Program; Agri-Business Micro-Enterprise Loan Program; Main Street Business Loan Program; Main Street Micro-Enterprise Loan Program. Loans range from up to $10,000 to up to $100,000 depending on various criteria including the percentage of owner equity involved, the number of jobs created, and location of business. Rates for all loans are set at 1% below the prime interest rate, with a base minimum of 2% and a maximum of 6%. Terms are generally set at up to ten (10) years and are commensurate with items being financed. Applicants must hold at least a 20% share in the businesses and must sign a personal guarantee for the repayment of the loan. A non-refundable application processing fee of $50 applies to all applicants and a closing fee of $100 is required for all approved loans. The Sullivan County Partnership for Economic Development administers two different revolving loan funds: the Sullivan Investments Revolving Loan Program and the Incubator Without Walls Revolving Loan Program. The Partnership provides financing along with technical assistance and has helped many businesses remain viable over the years.

The Industrial Development Agency of Sullivan County also administers a revolving loan fund for last resort financing. Funds may be used for business start ups or expansion and must either create jobs or retain jobs, specifically for persons of low to moderate income.

NYS Empire Zones Program – Sullivan County Empire Zone

The State Legislature terminated (“sunset”) New York State’s Empire Zones Program as of June 30, 2010 for new applications. Businesses that were certified previously continue to remain in the program and are to receive all benefits for which they were eligible as of that date for ten years from their date of certification.

NYS Excelsior Program

The New York State Excelsior Jobs Program will provide job creation and investment incentives to firms in such targeted industries as biotechnology, pharmaceutical, high-tech, clean-technology, green technology, financial services, agriculture and manufacturing. Firms in these strategic industries that create and maintain new jobs or make significant financial investment will be eligible for up to four new tax credits. The Program will encourage businesses to expand in and relocate to New York while maintaining strict accountability standards to guarantee that businesses deliver on job and investment commitments. Program costs are capped at $250 million annually to maintain fiscal affordability and ensure that New Yorkers realize a positive return on their investment.

The Proposed Excelsior Jobs Program Regulations will officially appear in the State register on December 1st. The public comment period for these proposed regulations ends on the close of business January 17, 2011. The proposed regulations can be found on Empire State Development’s website .
