Downtown Revitalization

Broadway Monticello

Construction began in spring 2009 to reconstruct State Rte. 42 (Broadway) in the Village of Monticello between Pleasant and Jefferson Streets. Work includes installing a center median, replacing aging water, sanitary and storm sewer lines, improving drainage, and replacing sidewalks and curbs. New York State DOT expects to complete the project in August 2011 at a cost of $13.9 million.

In anticipation of the new Broadway, the business community and civic groups came together in 2010 to create the Monticello Business Association, facilitated by the Sullivan County Chamber and Sullivan Renaissance. The Monticello Business Association is working to transform Broadway into a vibrant downtown district. A revitalized Broadway will increase sales tax revenues by attracting tourism and local spending within the County, while enhancing quality of life for residents.

Highland Signage Pilot Program

Taking a page from the successful signage program in Bethel, the Town of Highland is working with County Planning to develop coordinated graphics for way-finding and directional signs. Businesses will be invited to sponsor approved signs that orient motorists to commercial enterprises, especially in downtown hamlet districts.

The intent is to express the unique identity of each business while highlighting and marketing business clusters. The project also seeks to create a model for other towns, in order to “brand” the experience of visiting and shopping in Sullivan County. Our business districts have many attractions to offer; we need to make sure that visitors can find them.

New York Main Street Program

Sullivan County has been active in the New York Main Street Program since its inception in 2004. Several local groups received grants for downtown commercial districts — Kauneonga Lake (Bethel LDC), Roscoe (Roscoe-Rockland Chamber of Commerce) and Monticello (Sullivan County Partnership). In 2010, County Planning received $500,000 to assist businesses in the River Corridor (Callicoon, Narrowsburg and Barryville), while Liberty Community Development Corporation will oversee $500,000 in grants for four blocks of Main Street in the heart of Liberty.
